What is NEN 3140?

NEN 3140 is the Dutch standard for safe operation of electrical installations in low-voltage environments (≤1000 V AC). It describes how existing electrical installations should be managed, inspected and maintained safely.

Whereas NEN 1010 addresses the installation of electrical systems, NEN 3140 focuses on the safe use and management of those installations in practice.

🧠 What does NEN 3140 govern?

  1. Safe working on or near electrical installations
  • Procedures for de-energised work
  • Personal protective equipment (PPE)
  • Lock-out/tag-out (LOTO)
  1. Roles and responsibilities
  • Designation of competent persons:
  • Sufficiently instructed person (VOP)
  • Competent person (VP)
  • Person responsible for the work (WV)
  1. Inspection and maintenance
  • Periodic inspection of installations, tools and PPE
  • Commissioning inspections, visual checks, measurements
  1. Documentation and organisation
  • Safety procedures, work permits, risk assessment
  • The installation manager and the work manager are responsible for execution

NEN 3140 is not legally mandatory, but is required under the Dutch Working Conditions Act and is a best practice for safe working.

🏭 Application in industrial environments

NEN 3140 is crucial in maintenance planning, Audit and the safety policies of factories and technical installations.

🔍 NEN 3140 vs. NEN 1010

Standard Application Phase
NEN 1010 New installations and extensions Design & installation
NEN 3140 Use, inspection and management of installations Operation & maintenance

🔐 Safety considerations

  • Safe working on electrical installations
  • Access protection to switch cabinets
  • PPE required when taking measurements or near live parts
  • Inspection of work equipment (tools, cable reels, measurement instruments)
  • Training and qualification of personnel (VOP/VP/WV)

An unsafe installation or improper actions can lead to serious injuries or faults.

📌 In summary

NEN 3140 describes how to work safely on and with existing electrical installations. It is an essential standard for maintenance, management and inspection in industrial and utility environments.
