What is MOC (Management of Change)?

MOC, or Management of Change, is a structured process for managing risks associated with changes to installations, processes, procedures, software or the organisation.

MOC ensures that changes are carried out safely, in a controlled manner and with appropriate documentation.

It is a core element of process safety systems such as those required by GMP, IEC 61511, OSHA, ISO 9001, ISO 45001 and PSM.

๐ŸŽฏ Why is MOC important?

  • Prevents incidents caused by ill-considered changes
  • Provides traceability of technical and procedural changes
  • Makes risks visible, manageable and verifiable
  • Supports compliance with legislation and regulations
  • Promotes communication and engagement during change processes

๐Ÿ” When do you initiate an MOC?

Type of change Examples
Technical New pump, different PLC, rerouted piping
Software / automation SCADA update, change to SIS logic
Procedural Change to a work instruction or cleaning procedure
Organisational New task allocation, shift change
Recipe / production Change in raw materials or process parameters

๐Ÿงฑ Steps in the MOC process

  1. Initiation: someone submits the change
  2. Risk assessment: via FMEA, HAZOP or checklist
  3. Approval: by responsible person(s)
  4. Implementation: following training, instruction and validation
  5. Documentation and validation: record and verify the changes
  6. Closure: including lessons learned and updates to documentation

๐Ÿ“ฆ MOC in practice

Systems Role in MOC
QMS Recording and tracking change proposals
LIMS Re-evaluation of methods after a change
SCADA/DCS Logging of software and configuration changes
ERP Updates to product structures or work instructions
SIS Validation of modified safety logic

โœ… Benefits of good MOC management

  • Better safety for staff and the surroundings
  • Consistent documentation of installations and processes
  • Audit trail for compliance and certifications
  • Higher reliability of systems after modification
  • Reduces the likelihood of unexpected side effects

๐Ÿ“Œ In summary

MOC is the management instrument for safe, traceable and controlled changes in an industrial environment. It prevents โ€œsmall adjustmentsโ€ from leading to major incidents or quality issues.
